Older buildings often reveal their problems slowly. A railing starts to loosen. Paint begins separating around a connection. Rust appears beneath a landing. By the time the deterioration becomes obvious from the sidewalk, the underlying steel may already need more than cosmetic attention.

A damaged assembly does not automatically require complete replacement. Depending on the condition, repairs can involve localized steel replacement, reinforcement, connection repairs or replacement of individual components.
Where welding is appropriate, the repair needs to account for the existing steel, connection geometry, access and applicable project requirements. AWS D1.1/D1.1M is a recognized standard for structural-steel welding and addresses areas including qualification, fabrication, inspection and acceptance.
Protective coating starts with sound preparation. Loose coatings, corrosion products and contaminants must be addressed before the new system is applied. If preparation exposes significant section loss or a compromised connection, coating work should stop until the condition has been evaluated.

Exterior steel rarely deteriorates uniformly. One landing may remain in good condition while a connection several feet away has serious corrosion. Water can collect at joints, corrosion can develop between closely fitted steel surfaces, and old repairs can deteriorate beneath newer coatings.

As corrosion products expand, they can force connected pieces apart and place pressure on bolts and surrounding steel. The visible rust line may therefore be much smaller than the area actually affected.
This is one reason scraping and repainting without examining the connection can produce a misleading result.

For covered hotels and multiple dwellings, the NJ Department of Community Affairs' Bureau of Housing Inspection administers the Hotel and Multiple Dwelling Law, N.J.S.A. 55:13A, along with the maintenance regulations in N.J.A.C. 5:10. The Bureau's jurisdiction includes multiple-family buildings with three or more dwelling units and places responsibility for correcting cited violations on the owner or, in many condominium/cooperative situations, the applicable association.
The state also coordinates enforcement responsibilities with local officials. Under N.J.A.C. 5:10, municipal construction officials can act for certain inspections involving newly constructed or altered multiple dwellings, while local enforcing agencies have roles involving the Uniform Fire Code.
That distinction matters when a property receives a notice. A state inspection, municipal construction issue and fire-code matter are not necessarily the same thing.
The safest approach is to read the actual notice, identify the cited condition and then develop the repair scope around that requirement.

Not necessarily. Surface rust, heavy scale, section loss and connection deterioration are different conditions. The location and depth of corrosion matter just as much as how much rust is visible.
Often, yes. Localized repair can be appropriate when the surrounding steel and connections retain adequate condition. The extent of deterioration has to be established before deciding between repair and replacement.
Keep the complete notice, photographs and any previous inspection reports. The wording of the violation can identify whether the issue concerns a railing, landing, connection, coating or structural member. That information should guide the assessment.
Covered multiple dwellings fall under the state's Hotel and Multiple Dwelling Law, but individual obligations and inspection circumstances can vary. The DCA Bureau of Housing Inspection maintains registration, inspection and compliance functions for covered properties.

Only when the underlying steel is suitable for coating and the surface has been properly prepared. A coating cannot replace metal that has already been lost or correct a deteriorated structural connection.
